Patna, July 01: The Bihar assembly today witnessed uproarious scenes during zero hour over not inviting opposition legislators to government functions forcing the chair to ask the government to take serious view of it and initiate stern action against the guilty officials. Deputy speaker Bhola Singh announced that no official had the right to lay the foundation stone or inaugurate a development scheme. Disrespect to peoples' representatives will not be tolerated, the deputy speaker said. The house plunged into turmoil after Vinay Kumar Singh (BJP) brought to the notice of the assembly that despite being a local MLA , the Saran district administration neither published his name in the invitation card nor did it make proper sitting arrangement for him when the chief minister had gone to Sheetalpur, his constituency, to lay the foundation stone of a power project this month.
Agitated members of the BJP and the Samata, supported by ruling party MLAs entered the well of the house demanding a reply from the government as to why local MLAs and MPs were being ignored at the government-sponsored functions.
Leader of the opposition, Sushil Kumar Modi wanted the chair to give a clear cut instruction for initiating stern action against the guilty officials.

The deputy speaker asked the government to ensure that the name of local MLAs and MPs , irrespective of party affiliations be printed on the invitation cards and that they should either be chief guest or asked to preside over the government functions.

State parliamentary affairs minister, Ram Chandra Purve while agreeing to the directives of the chair, demanded similar treatment by central ministers.
