The resolution is considered more important following the bomb attack last week on the UN offices in Baghdad which left 23 dead, including the UN envoy to Iraq Sergio Vieira De Mello.
The original version of the resolution offered by Mexico had contained a reference to the International Criminal Court, but the phrase was dropped in the face of strong opposition from the United States. UN Secretary General Kofi Annan emphasized the importance of a unanimous decision, in brief remarks ahead of the vote.
The resolution essentially calls on nations to enforce existing international laws that protect humanitarian workers, calling for "states to end impunity for such criminal acts."
