Kathmandu, Nov 14: The chief of Nepal's Maoist insurgents today said the united states was to be blamed for the collapse of the rebels' peace talks with the Nepalese government three months ago. "It was the American imperialists who had a hand in the conspiracy to derail the peace talks," rebel leader Pushpa Kamal Dahal alias Prachanda said in a statement here.

The Maoist group, which was put by the us on its list of terrorist organisations last month, have criticised America for giving the Nepalese government military and development aid and imparting training to its soldiers.

Meanwhile, Nepal government has allocated USD 300,000 to provide foreign employment opportunities to the victims of Maoist violence and their families.
The money will be utilised to provide interest-free loans to those victims, who seek employment opportunities abroad, an official at the foreign employment promotion centre said.

The government has already prepared a list of over 200 such people, he said. The ministry of labour and transport management has recently announced a policy which requires the foreign employment agencies to allocate at least 5 per cent reservation for insurgency victims.

More than 80,000 people have been internally displaced due to the seven-year long insurgency and over 50,000 people from the violence-hit areas have fled to India, according to chairman of the Maoist victims organisation Ganesh Chiluwal.
Welcoming the move, he said they were also demanding compensation to the families of those killed by Maoists and displacement allowance to the affected.
