Lucknow, Feb 11: With Lok Sabha elections round the corner, Uttar Pradesh Chief Minister Mulayam Singh Yadav today presented in the state assembly a tax-free Rs 618.20 crore deficit budget with a number of welfare schemes for the masses proposed for the next financial year.
The budget included a number of sops for the rural masses, including a proposal to launch a new insurance scheme for 2.50 crore account holding farmers in the state. The premium payable under the scheme would be paid by the government.

The insurance would be upto Rs 1 lakh in case of death or physical disability due to any accident.

The CM said 80 per cent of the new schemes, amounting to Rs 1,664 crore, have been proposed for 2004-05 in the rural areas. While 88 per cent of the new schemes are for capital investment, 96 per cent are for planned schemes.

The Legislature`s development fund has been increased to Rs 1 crore from Rs 75 lakh.

A provision of Rs 195 crore has been made for 25 districts in the first phase of the model district development scheme.

The chief minister also announced that 40 per cent of the villages were proposed to be electrified by 2009, including 6,000 villages in the first phase.

A provision of Rs 200 crore had also been made for the Purvanchal and Bundelkhand development fund alongwith a provision of Rs 2,000 crore for the construction of 10,000 km of roads in rural areas the state.
