Shimla, Feb 10: Congress today released its manifesto for the February 26 assembly elections in Himachal Pradesh promising job to at least one member of each family below poverty line, raising of the minimum daily wage to Rs 75 and reconsideration of users charge in hospitals. Besides assuring people a clean, corruption-free and efficient government, the manifesto released by AICC general secretary Mohsina Kidwai said the party would review memoranda of understanding for hydel projects, order probe into the charges of corruption and expose those involved in the recruitment scandal.
It also promises regularisation of daily wagers on completion of seven years of service and to rid the state from the clutches of nepotism, corruption and immorality.
The 16-point manifesto is silent on declaration of assets by MLAs and their close family members. But, Kidwai said they were already giving details of their assets to AICC president.
The Congress would work for "paperless" administration by strengthening the information technology network and completely decentralise the administration besides conferring financial and administrative powers to panchayati raj bodies and urban local bodies within a year, the manifesto said.
It promises several employment and self-employment schemes, making the functioning of the government completely transparent, construction of 10,000 houses for houseless persons every year, taking up the issue of 'one rank, one pension' for ex-servicemen, ensuring at least 85 per cent employment to local youth in various projects and industrial units and setting up of 'Public Protection Force' for conservation of environment.
