New Delhi, Aug 03: Advocating a "humane outlook" in developing Delhi as one of the best capitals of the world, Prime Minister Atal Bihari Vajpayee today said criticism of the Centre's third master plan for the city's development should not be just for the sake of it even as he suggested a structural change of Delhi Development Authority (DDA). Addressing a rally for development here, Vajpayee said that the third master plan for Delhi was being prepared and recently its guidelines had been issued.

"Some say if changes suggested in the third master plan are implemented, Delhi will become a hell," he said in an apparent reference to criticism of the plan from the opposition.
"There is an appropriate atmosphere for a study. Discussions are invited. Suggestions will be considered but constructive outlook is needed. Criticism should not be for the sake of it," the Prime Minister said.

"A constructive outlook should be adopted in ascertaining how much land should be kept aside for residential purposes and how much for commercial activities," he said.
Favouring changes in laws to preserve the environment while developing Delhi, Vajpayee said, "development should take place within a humane outlook which should also take care of the environment".

"I believe Delhi should be recognised as one of the best capitals in the world," he said and added that balance should be struck in developing the city while taking care of the needs of the masses.
