Patna, Feb 25: The Patna High Court today summoned three top state government officials, including secretaries of finance and home departments, to explain the steps taken for jail reforms in Bihar. A division bench, comprising Justice Nagendra Rai and Justice Rajendra Prasad, ordered serving notice on the finance secretary U N Panjiar, home secretary B K Haldhar, besides IG (Prison) Ravikant, asking them to appear before the bench on March 5 to clarify the measures taken for implementation of the action plan formulated for jail reforms. The court passed the order while hearing a PIL filed by a social activist, Ajay Bhattacharya, who alleged that the condition of the jails was deteriorating everyday.
