Moscow, Dec 15: Russia is to make new proposals on the UN oil-for-food programme for Iraq in talks between Russian and US officials which opened today in Moscow, the Interfax news agency reported.
Russia "will present its own suggestions" for amendments to the UN goods review list that determines what products Iraq can purchase in exchange for oil under the UN sanctions regime, Interfax quoted diplomatic sources as saying. A delegation of US State Department and defence officials flew in earlier for the one-day talks intended to clarify positions on possible changes to the list, Interfax said.
The GRL lists dual-purpose (civilian and military) products that can be delivered to Iraq with the approval of the UN sanctions committee. The talks were arranged last month during UN Security Council discussions on whether to extend the Iraqi humanitarian programme for another six months.
The UN officials are not mandated to negotiate a review of the goods review list but simply to "exchange arguments," Interfax quoted a diplomatic source as saying.
The talks are to be followed up in consultations in New York to be attended by experts of the UN Monitoring, Verification and Inspection Commission in Iraq (UNMOVIC) and UN officials. Bureau Report
