Both the episodes of Chota Rajan and Veerappan point to the uncomfortable fact that the distinction between politicians and criminals is fast eroding. Sometime in 1960, Israeli authorities came to know that Adolf Eichmann, notorious Nazi war criminal, was holed up in Argentina. Without waiting for diplomatic niceties and extradition treaties, Israeli secret agents kidnapped Eichmann and took him to Israel where he was tried, found guilty and sentenced to death. Israel was able to do this because, unlike India, it is a law abiding nation, which beleives in crime and punishment.
