India, Russia sign historic agreement
India and Russia on Tuesday signed ten agreements including the historic `Declaration on Strategic Partnership` for cooperation in various fields including political, economic, trade, science and technology.
India and Russia on Tuesday signed ten agreements including the historic `Declaration on Strategic Partnership` for cooperation in various fields including political, economic, trade, science and technology.
The `Declaration on Strategic Partnership` which seeks to impart
a qualitatively new character and long-term perspective to
multifaceted bilateral relations between the two countries, was
signed by Prime Minister Atal Behari Vajpayee and Russian President
Vladimir Putin.
It aims at actively developing bilateral relations in political,
economic, trade, science and technology and cultural fields.
Those present at the glittering signing ceremony on the plush lawns of Hyderabad House included External Affairs Minister Jaswant Singh, Home Minister L K Advani, Defence Minister George Fernandes, Commerce Minister Murasoli Maran, Agriculture Minister Nitish Kumar, Law and Justice Minister Arun Jaitley, Petroleum Minister Ram Naik, Human Resource Development Minister Murli Manohar Joshi and several senior officials of both governments. The `Declaration on Strategic Initiative` reconfirms the adherence of the two countries to the common ideals of peace, democracy, rule of law, human rights and fundamental freedoms, non-violence and secularism.
The other nine agreements cover cooperation in agriculture, postal communication, legal relations in civil and commercial matters, cultural, scientific and educational exchange, mutual protection of confidential materials, processing and trade of rough natural diamonds and production sharing contract for oil exploration. The declaration on strategic initiative seeking to define the broad contours of bilateral relations between the two countries raises their ties to a new level. It clarifies that the strategic partnership between the two countries was not directed against any other state or group of states and did not seek to create a military-political alliance.
It emphasises the fundamental and lasting importance of the treaty of friendship and cooperation between the two countries signed on January 28, 1993.
It also reaffirms their commitment to the purposes and principles of the UN charter. The two sides made it clear that the strategic partnership between them was based upon the principles of sovereignty, equality and territorial integrity of states, non-interference in their internal affairs, mutual respect and mutual benefit.
