V S Dubey has been appointed the Chief Secretary and S M Caire the Director General of Police of the newly created Jharkhand state, which comes into being on November 15. Dubey, presently the chief secretary of Bihar, and Caire, additional director general of Muzaffarpur, were directed to take up their new assignments at the earliest, official sources in Ranchi said on Sunday quoting a union home ministry order. Irrigation Secretary Sushma Singh was appointed the first home secretary of Jharkhand and Patna district commissioner Narendra Bhagat would take over as the Cabinet Secretary. Laxmi Singh who was currently the regional development commissioner of Ranchi, would be the first finance secretary of Jharkhand and S K Chaudhry, secretary of the supply department, would become the personnel secretary. D S Mukhopadhyay who was earlier the regional development commissioner of Ranchi and currently on central deputation, would be the secretary to the governor of Jharkhand. A Natrajan, now serving as SP, Katihar (Railway) and Siddho Hembrum, SP (CID), would be the ADCS to the governor, the sources said. Bureau Report
