Congress on Tuesday asked the TDP government in Andhra Pradesh to conduct early elections to Gram Panchayats, Zilla Parishads and Mandal Praja Parishads without waiting for clearance of a bill pending before the Parliament that envisages change from the present five-tier system in the local bodies to three-tier. Speaking to reporters in Hyderabad, CLP Secretary M V Mysoora Reddy said that the elections to the local bodies were put off in view of an ordinance issued on February 5, seeking to switch over from the present five-tier system in the local bodies to three-tier.
The ordinance was struck down by the high court on April 21, following a writ petition filed by the state election commission, he said, adding aggrieved by the verdict, the government filed a special leave petition in the supreme court on May 2 and the matter is since been pending hearing. “Since the apex court passed "interim orders staying the completion of election process by June, 2000, as directed by the high court, the ordinance ceased to operate and is no longer a law,” Reddy said and demanded early polls.
At a separate press conference here, Congress Spokesman K Rosaiah said that the government was trying to postpone elections to local bodies, due next month, citing administrative and technical "anomalies".
The TDP government was scared of facing electoral rout, especially in view of the public outcry over power tariff hike and hence was trying to avoid elections, he said.
