"Twenty-one civilians, including six children, were killed presumably in Russian raids that targeted the industrial zone of the town of Atareb," said Rami Abdel Rahman, director of the Syrian Observatory for Human Rights.

The head of the Britain-based monitor, which previously put the toll at 12 dead, said it could now rise even further.
