Patna: The Maoists have established a "parallel administration" in several naxal-hit districts of Bihar and development work is being executed on the dictates of the Maoists, Bihar Youth Congress President Lalan Kumar said.
Addressing a seminar organised by the state youth Congress here, Kumar alleged that the state government officials were not giving attention to the suggestions made by public representatives. "It is a matter of serious concern that even 10 per cent of the recommendations of the MPs and legislators are not not being implemented, while hundred per cent of the schemes dictated by the Maoists are being adhered to", he charged.
Kumar accused the Nitish Kumar government of failing to take measures to connect the ultras with the mainstream of the society and ensuring their surrender through lucrative surrender policy.
Alleging that the activities of the Maoists were growing gradually, Kumar stressed the need for taking effective and fool-proof measures for countering them.
Stating that most of the districts in Bihar were "naxal-infested", he said the non-government organisations and social activists be involved in the controlling naxal activities.
Kumar also accused the NDA government of not not implementing the order of the apex court in 1999 for providing rehabilitation package and share of the earnings of the convicts in jail to their affected families. PTI
