DNA: `Corona explosion` occurs due to negligence only?

While the 'lockdown' is re-imposed in some parts of the country, super-spreaders such as the Kumbh Mela & political rallies determined to spread the COVID infection to villages in India, where testing and treatment facilities are almost nil, as people return home from rallies and Kumbh.
