Why doctors serving in Delhi prohibited from going to their home in Ghaziabad?

In concern of the spread of coronavirus, the Ghaziabad administration of UP has asked doctors to stay in Delhi, doctors who are serving in Delhi hospitals. Why are the doctors serving in Delhi not allowed to go to their home Ghaziabad?
