New Delhi, June 22: Delhi government today opposed the implementation of Conditional Access System (CAS) from July 14 saying confusion prevailed over the new system and that the consumer was not given any alternative. "There is still confusion in the mind of the people about the new system. No one knows where the set-top box is available and what is the cost of the box and the services to be provided," Delhi chief minister Sheila Dikshit told reporters after addressing a party rally here.
Implementing CAS without giving any alternative to the consumer would only put an additional burden on the general public, she said, adding it looks like there was something "fishy" in the entire deal.

Questioning the rationale behind the "hurry" in implementing the new system, the Chief Minister said, "It has been talked that the direct-to-home service would also be operational within three to four months, after which CAS would almost become redundant."
