Washington, Oct 15: The United States has preached restraint in South Asia, after Pakistan yesterday test-fired its third nuclear-capable missile in 11 days after warning it would counter India's purchase of an Israeli early warning radar system. The State Department asked Pakistan and "other countries in the region" to restrain nuclear and missile programs. Spokesman Richard Boucher said Washington had also encouraged both sides to begin a confidence-building dialogue to reduce the likelihood that nuclear weapons would ever be used.
