Lucknow, Mar 28: Telecom Consumers' Forum (TCF) has filed a PIL in the Lucknow bench of Allahabad High Court against the hike in telephone tariff as proposed by the Telecom Regulatory Authority of India (Trai). The petitioner has urged the two-member bench comprising Justice Vishnu Sahai and Justice R C Pandey to stay the Trai order issued on January 24, 2003 where it has proposed to increase the telephone tariff from April 1, 2003.

Pleading the case, TCF counsel Yogita Chandra said that BSNL, in its annual report of 2001-02, has claimed that the company had earned a profit of Rs 1,778 crores.

Trai's suggestions to increase tariff when BSNL and MTNL are earning huge profits was unjustified, said the petitioner in a press release.
Terming the act of Trai as "unchecked, unbalanced and uncontrolled", the counsel questioned the unlimited power given to the authority.

Trai in its suggestions has increased monthly rental of telephones from Rs 250 to Rs 280. Local call pulse rate has been reduced from three minutes to two minutes and free calls per month have been reduced from 75 to 30 calls.
The petitioner has urged the authority to review its suggestions.

The court has asked the opposite parties to file a counter affidavit within four weeks. The case will come up for hearing on April 25, the release said.
