New Delhi, Aug 14: Surprising the government, Congress today tabled a no-confidence motion against the BJP-led coalition in the midst of a week-long stalemate over government's refusal to part with a CVC report to Public Accounts Committee seeking to probe defence purchases during the Kargil conflict. A day after the CPI-M dinner to opposition leaders in which they decided to take on the BJP, Congress president Sonia Gandhi gave notice of the motion which party spokesman Jaipal Reddy said expresses Opposition's lack of faith in the government.

The motion which takes top priority over all other business is expected to be taken up on Monday for a two-day debate after which Prime Minister Atal Bihari Vajpayee will intervene on Tuesday followed by voting.

The NDA, which is comfortably placed in the numbers game with a strength of 325 in a house of 543, expressed confidence it would defeat the motion hundred per cent.

This is the first no-confidence motion against the Vajpayee government in the present Lok Sabha and comes towards the fag end of the monsoon session and significantly ahead of the assembly elections later this year in five states. In a parallel development, the opposition also announced a boycott of the Rajya Sabha for the rest of the session following government's refusal and also picked holes in chairman Bhairon Singh Shekhawat's ruling on the CVC-PAC issue.

The Opposition move comes after failure of Lok Sabha speaker's attempts to break the impasse at two meetings of leaders of political parties convened by him today.

Like the Rajya Sabha in his ruling yesterday, the speaker is understood to have told the opposition parties today that the Central Vigilance Commission has not prepared any report on defence procurement during the Kargil conflict and that he cannot allow a discussion in Parliament on a non-existing issue. Admitting that the government was taken by surprise, Parliamentary Affairs Minister Sushma Swaraj said they were not aware of the opposition move till the business advisory committee meeting where the speaker disclosed it. The schedule for taking it up was also decided there.
