New Delhi, Apr 14: Close on the heels of arrest of senior scientific officer of Central forensic laboratory C K Jain, parliamentary standing committee has recommended creation of an "in-house" surveillance system in CBI on the lines of intelligence bureau. The committee of home ministry chaired by senior Congress leader Pranab Mukherjee pointed out the arrest of Jain on account of leakage of information.
The committee said, "In-house sabotage exists in sensitive organisations like CBI, which appears to be one of the contributing factors for weakening its investigation".
The intelligence bureau has two dedicated wings, headed by an IPS officer, who maintain a surveillance at its officials and also carry out surprise checks, in case of any doubts. Notably, in mid-90's an additional director of IB was forced to proceed on leave and subsequent retirement after the surveillance unit had found his links allegedly "shady".
"The committee, therefore, desires that the government may consider introduction of in-house surveillance system, in CBI as exists in intelligence bureau," the 98th report of the standing committee said.
Jain was arrested on March 7 when he was about to board a flight for Dubai. The directorate of revenue intelligence officials intercepted and questioned him about possession of Rs 63.45 lakh worth foreign currency and Rs 81,600 Indian rupees. The CBI has also slapped a disproportionate assets case against him.
