Siliguri, Mar 18: Newly elected Kamptapur People's Party chief, Nikhil Roy, has come overground and surrendered to Jalpaiguri district Superintendent of Police Siddhnath Gupta. The SP told a news agency that Roy surrendered before him last evening and would be produced in court today. Roy, a science teacher of Daukimari school near Dhupguri was elected at a secret meeting on march nine as the party president, replacing founder president Atul Roy. Gupta said that the charge against Nikhil Roy was conspiracy against the state.
Roy has been evading arrest since 2000 after a school teacher, Netai Sarkar of Mainaguri in Jalpaiguri district was killed by militants of the Kamtapur liberation organisation, with which the KPP denies links.

Roy was first arrested in 1999 in connection with the killing of three Railwaymen and looting of rupees eight lakh near Rangapan railway station.


He claimed that Nikhil Roy had not bothered to inform the central committee before surrendering. "He has no right to take an unilateral decision of surrender." Bureau Report
