Moscow, Feb 18: A test launch of two ballistic missiles in Arctic Russia, planned as part of major military exercise attended by President Vladimir Putin, failed, Russian news agencies said. Interfax and Itar-Tass quoted a navy source in the northern fleet base of Severomorsk as saying the missiles had failed to take off from a nuclear submarine, the Novomosskovsk. Putin, who is running for re-election in march, was due to watch the launches off Russia's Arctic coast from another nuclear submarine, Arkhangelsk. Bureau Report
