It all began in March-April this year when Intelligence Bureau was accused of launching `Operation Black`. As per this operation the Intelligence Bureau was supposed to be gathering documentary evidence against all Congress chief ministers that could be used effectively at the time of assembly polls.
On April 02, 2003 based on a complaint from the Cabinet Secretariat, the CBI registered a case alleging forgery of a document purportedly issued by the Intelligence Bureau relating to acquisition of properties of Ajit Jogi. But on October 07, 2003 CBI finally tried to pin down Ajit Jogi by chargesheeting him in the forged Intelligence Bureau document case.
Perturbed over this episode, Jogi lashed out at Prime Minister in a letter, alleging that Intelligence Bureau was being misused by the government to defame political opponents, including Congressmen like him and it seemed that the plan was to fabricate a make-believe story of corruption. Jogi went to the extent of accusing Prime Minister of having an "anti-lower caste bias".
However, the CBI was quoted saying that Jogi intended to use the forged documents and such other means to skin political mileage in an election year.
