New Delhi, Oct 21: The Delhi High Court today issued notice to the city government on a petition seeking start of bridge courses for primary school dropouts to enable them seek re-admission into the appropriate class of their age group. Issuing notices to the Delhi government and Municipal Corporation of Delhi (MCD) on a public interest litigation (PIL), a bench comprising Justice Anil Dev Singh and Justice R S Sodhi directed them to submit their replies by December 12.
The PIL by an NGO - social jurists - said education for children up to the age group of 14 years is recognised as a fundamental right and government was bound to give assistance to poor students who dropout due to lack of financial support.
Social jurists counsel Ashok Agarwal said there were nearly 12 lakh children in the national capital alone who had dropped out from various classes of primary section or had no opportunity to go to the school.
But the doors of the schools for these children were "closed" for ever and even if they wish to rejoin school after the passage of some years, they were not allowed to sit with younger children in the same class again, he said.
This deprived them of education opportunities for life, the PIL said.
It said the bridge courses would make these children competent enough to sit in the class matching their age group and help them to continue their studies.
A survey had suggested that thousands of such children had shown keen interest to go to school again, Agarwal said. Bureau Report
