New Delhi, Sept 20: Holding that there was no change in the levels of infiltration and cross-border terrorism in Jammu and Kashmir, India on Thursday asserted that the question of resumption of dialogue with Pakistan would arise only after ''wholesome fulfillment'' of its commitments to put an end to them. ''We will have to see how Pakistan behaves and its attitude plays out at this crucial time because that really will be the lynchpin and the test of Pakistan's intentions,'' an External Affairs Ministry spokesperson told reporters.
She was asked about US Ambassador to India Robert Blackwill's remarks that infiltration into J and K has increased since July end.
''Infiltration across the Line of Control was down in June and July but since the end of July it has gone up and in our judgement it increased in August and September,'' Blackwill told reporters.
The MEA spokesperson said ''We have been saying all along that infiltration continues to take place from across the Line of Control and that elements that are infiltrating into J and K continue to receive the support, assistance and sustenance from the entire infrastructure of terrorism on territory controlled by Pakistan. There has been no change in that situation''.
She said pledges and commitments by Pakistani leaders in this regard ''remain unfulfilled'' and support for violence and terrorist activity continued. Bureau Report
