Chopra replaces Chaudhary Prem Singh, who was made DPCC chief last month in his place.
Earlier, Deputy Speaker Kiran Chaudhary, who was in the chair, ordered expulsion of all the 14 BJP members and independent Jagdish Anand after they tried to stall the proceedings raising the issue of water and electricity in the capital.
Leader of opposition Jagdish Mukhi, who had moved an adjournment motion on the issue, demanded a discussion on the matter.
He was supported by other party members which led to adjournment of the house twice - for 10 minutes each. Bureau Report
