Consensus reached on Article 356: Advani
Srinagar, Aug 28: States have reached a consensus on Article 356 of the Constitution, providing for imposition of President`s rule, that though the provision should not be repealed, there should be more safeguards to prevent its misuse, Deputy Prime Minister L K Advani said here today.

Most of the recommendations of the Sarkaria Commission have been accepted by the inter-state council, Advani told a press conference at the end of the two-day council
meeting.
Advani said the Sarkaria Commission recommendations have dominated the proceedings of the council since its inception in 1990.
"I am happy that important agenda was completed here and most of the recommendations were accepted," he said.
Advani said the chief ministers felt that the Srinagar meeting was "unique" as for the first time the council met outside Delhi.

Recalling that Prime Minister Atal Bihari Vajpayee had
last year constituted a Group of Ministers to look into all
aspects of national security, Advani said it was decided at
the meeting today that a sub-committee be set up to prepare a
blue print on providing good governance.
The blue print prepared by the sub-committee would be
placed before the next meeting of the inter-state council, he
said adding that Vajpayee would soon constitute the
sub-committee.
This was decided after the matter was discussed at the
council meeting, he said.
