Law-breakers getting together to take on the law? Bizarre, but then anything is possible in the Chambal valley. The main dacoit gangs in the area led by Rajjan Gujar, Saleem alias Pahalwan Singh Gurjar, Ram Asre alias Phakkad, Nirbhay Gujar and Mann Singh have formed a dacoit panchayat to teach the UP and MP police a lesson.
Alarmed at their declining presence and police successes in encounters, the dacoits in the area have started an active campaign to close ranks and form a common platform. The deputy inspector general of police (DIG), Kanpur region, Dilip Trivedi told The Times of India that though the police has succeeded in curbing the activities of dacoits in the Chambal and Yamuna valley, the kidnapping menace has still not been contained.
He added that only five major dacoit gangs were active in Auraiyya, Etawah and Jalaun districts and hoped that the police would soon be able to wipe them out. The leading lights of the dacoit panchayat have quite a history. According to police statistics, about 122 cases of murder, rape, arson, loot and kidnapping have been registered against Nirbhay Gujar, who is also said to be the sarpanch (head) of the panchayat. The police has declared a cash reward of Rs 50,000 for Nirbhay. Nirbhay operates in ravines of Auraiyya district and he is also reportedly providing rifle training to his gang members. The police also disclosed that about 86 criminal cases have been registered against Ram Asre alias Phakkad and the police put a Rs 1 lakh prize on his head. Phakkad is operating in Kanpur Dehat region. Around 75 cases each have been registered against Rajjan Gujar and Saleem Pahalwan and the police have declared a Rs 50,000 and Rs 20,000 cash reward on them respectively. It was also reported that Saleem alias Pahalwan Singh Gujar has formed a team of woman bandits who are training under his leadership in the Chambal ravines.
