New Delhi, Sept 29: The PHD Chamber of Commerce and Industry today urged state governments to amend the rules relating to lay off of workers, till the existing provisions were suitably amended at the national level. Stating that the clause of prior permission for the lay off is the most impracticable proposition in the industrial disputes act, it said the lay off is required to be declared for emergent situation and by the time an establishment gets permission, the reason for enforcing lay off may no more be in existence.
"Declaring lay off in the industry falling under Chapter V-B has become totally impossible," the chamber body said. Raising wages without linking it with productivity has a potential of giving a cost-push impetus to an inflationary situation and has an adverse impact on employment, it said. PHDCCI has recommended that minimum rates of wages should be fixed only in respect of the lowest category of unskilled workers and wage-differentials for other categories be left to be determined through collective bargaining.
