India on Monday ruled out prospects of resumption of dialogue with Pakistan in the present circumstances but said that return of some of the fugitives sought from Islamabad could be a ``starting point`` of its intent to take meaningful action. ``We have always advocated composite dialogue to cover all aspects of the bilateral relationship so that mutual trust and confidence is built up. But under the present circumstances, you do not see an atmosphere conducive for resumption of dialogue,`` external affairs ministry spokesperson Nirupama Rao told reporters.

On reported remarks by information and broadcasting minister Sushma Swaraj in Pakistan on the handing over by Pakistan of seven to ten fugitives to India from the list of 20, Rao said the minister was referring to ``a starting point that could be construed as an indication of intent from Pakistan. But action on the whole list has to be there but so far there has been no action whatsoever on any aspect from Pakistan.``
