Brussels, Feb 13: British Prime Minister Tony Blair has urged his European Union partners, in a letter ahead of an emergency EU summit next week, not to rule out force against Iraq, diplomats said today. "While we all of course regard military action as a last resort, we must make clear that no (EU) member state rules it out if needed to uphold the authority of the (UN) Security Council," Blair wrote, according to EU diplomats. The letter was sent yesterday to Greek Prime Minister Costas Simitis, whose country currently holds the EU presidency, with a copy to the other 13 EU capitals, ahead of the summit on Monday, the officials said.
