Shimla: The four-day session of the Himachal Pradesh Assembly begins here with the government presenting a `vote-on-account` on Feburary 27 the last day of the session. The session begins with Governor V K Kokje`s address. This would be Mr Kokje`s maiden address in the assembly after he took over as Governor of the hill state in mid-last year following the completion of the term of Mr Suraj Bhan.
Chief Minister, Virbhadra Singh, who also holds the Finance portfolio would present the `vote-on-account`. The government is likely to announce certain sops in the assembly in view of the forthcoming Lok Sabha elections. The session is likely to be a stormy one as the opposition BJP with the Lok Sabha polls in view is likely to corner the government on certain issues. The party that boycotted most of the winter session in december last year is likely to raise the issue of cancellation of Junior Basic Teachers (JBT) entrance test by the state school education board. The other issues to be raised by the Opposition as indicated at its two executive meeting in Kangra district on Feburary 19 and 20 include questioning the interference of the government in the affairs of the Himachal Pradesh Public Services Commission, a constitutional body. Besides the BJP is also likely to rake-up the issue of the appointment of para-teachers by the government. The BJP executive had alleged that favouritism had played a major part in appointment of para-teachers.
On the other hand the ruling party is fully geared to meet the Opposition onslaught on various issues. In the HP public service commission issue the Congress had after investigations by the CID department called for the resignation of the board, chairman following alleged irregularities in the selection of assistant engineers.
The debate on the motion of thanks of the governors address would conclude on Feburary 26 and the `vote-on-account` would be presented the next day.
