New Delhi, Apr 14: The Directorate General of Anti-Dumping and allied duties has recommended imposition of provisional anti-dumping duty on imports of ammonium nitrate from Russia and Iran.
The DGAD, under the commerce ministry, in its preliminary
findings recommended imposition of duties equal to the
difference between the amount 148.58 dollars per mt on
ammonium nitrate melt from Russia and Iran and their landed
value of imports
It has also recommended a duty equal to the difference between amount 164.12 per mt on Hdan Prills and 183.08 dollars per mt on Ldan Prills from Russia and Iran and landed value of imports. The authority concluded in its findings that the domestic industry had suffered material injury due to dumped imports of ammonium nitrate originating from Russia and Iran, which was exported below their normal value, according to a notification dated April 07, 2003.
Stating that the domestic industry produced similar articles, the authority said that there was a threat of injury due to imminent imports of like articles in large quantities. The DGAD said that significant capacity for export purposes was available with the exporters since there was very low domestic demand in Iran and huge surplus available in Russia. Due to imposition of anti-dumping duty by USA, EC, Australia and Hungary.
"Significant demand of subject goods in India provides a market to the exporters from russia and iran," it said. The investigation was conducted based on a complaint filed by domestic industry including Gujarat Narmada Fertilizer Company, National Fertlizer, Deepak Fertilizer and Rashtriya Chemicals and Fertilizers.
