Lorne Cramer, assistant secretary of state for democracy, human rights and labour, said pressure from the US and Europe can go "only so far" in influencing "some of the world's worst human rights violators".
"Neighbouring countries ought to be concerned because those regimes are sullying the reputation of their region," Cramer said at a State Department briefing.
Myanmar's military junta had last month placed pro-democracy activist Aung Sung Suu Kyi under 'protective custody'. Zimbabwe's rulers have been accused by the opposition of repressive measures.
