    The stand to be taken during the debate by the government was made clear by none other than Prime Minister Narendra Modi who told BJP MPs at a meeting on Tuesday to 'debate and defend the government aggressively'.

    "The government is working fine and has a lot to show. The Opposition is raking up non-issues like JNU and the party needs to debate and contest aggressively," Modi is reported to have told BJP lawmakers.

    A united Opposition, meanwhile, is planning to target the government over the twin issues.

    At an all-party meeting, the Opposition had told the government that it will allow a "disruption-free session" if Parliament debates the issues first it wants to be taken up.

    Both PM Modi and President Pranab Mukherjee have stressed on allowing debate and discussion in Parliament rather than causing obstruction.
