New Delhi: The Delhi Government has substituted the word 'Lt Governor' with 'Government of NCT of Delhi' as a reference to the expression 'Government' in the Delhi (Right of Citizen to Time Bound Delivery of Services) Act, 2011, which was amended on Thursday.

The Assembly has passed the Delhi (Right Of Citizen To Time Bound Delivery of Services) Amendment Bill, 2015 in which Lt Governor as 'Government' has been replaced by 'Government of NCT of Delhi'.


Besides, the amended Act has a new clause (f)(i) in Section 2, whereby the expression 'Lieutenant Governor' now means the 'Administrator' appointed under Article 239 by the president and designated as such under Article 239AA of the Constitution.


Chief Minister Arvind Kejriwal described the passage of the Bill as a "huge victory" in the fight against corruption.


The amended Bill, among its other provisions, seeks to ensure that every government department puts out "comprehensive citizens charter", within 30 days of its notification and that the responsibility is fixed with HODs.
