Bengaluru: Going on the offensive, BJP on Saturday accused Congress of "shamelessly" opposing its "progressive" land bill for mere political posturing and creating confusion among people, declaring that it will take the battle to every village to dispel its "disinformation campaign".

Facing combined Opposition onslaught on the bill, the party hit back hard saying the Congress has miserably failed in its attempts in spreading disinformation over the measure and people of the country are not going to be fooled by its false propaganda.


"The Congress is shamelessly opposing this progressive law, which has better provisions of social security, only for mere political posturing and creating confusion among the people of this country," the 10-page resolution adopted at the party's national executive said.


"We are also aware of the fact that these are the times of contestations between the politics of obstructionism and the politics of development.


"Political parties and entities which have been thriving on divisive and dynastic politics are now issuing false slogans of alternative politics while in reality they are indulging in political posturing," it said.


Taking on the opposition, which stands united on the land issue in targeting the Modi government, the BJP said the Opposition is fighting among itself and is disconnected from the real struggles of the nation.


The political resolution adopted by the party's national executive on the concluding day noted that development and infrastructure are need of hour for all Indians including farmers and rural youth.


"However, it is unfortunate that the same Congress party is opposing this bill which, for 121 years, did not make any good change in this law to favour the farmers and common people of this country.


"In 1984, they rather brought in changes to favour the private players by making provisions where the government was asked to acquire land for private entities," it said.


The Political Resolution - "Panchayat to Parliament - Politics of Development, Prosperity and Progress", spoke of the "demise" of the UPA rule and lauded the various initiatives taken by the Narendra Modi government in the last 10 months, saying "It is BJP and our revered Prime Minister, along with our alliance partners that is inspiring trust in all Indians."


The resolution dwelt on a host of issues, including the party's string of electoral successes, the revival of the economy and the social sector initiatives while rallying behind every move of the government.


It also talked of cooperative federalism and "path-breaking" and historical decisions to establish transparency and procedural easiness for responsible governance.


The resolution, moved by Home Minister Rajnath Singh and


seconded by Union Minister Nitin Gadkari, that also saw Finance Minister Arun Jaitley summing it up, said the party looks at both its successes and challenges as opportunities to do more and to do better.


"We are considering this year as the year for imbibing and following the philosophy of 'Antyodaya' to ensure harmony in our thoughts and actions serving the country.


"In the past 10 months, the nation has witnessed faster change, greater transparency with high growth in sight thanks to a government and a leader who they have faith in," the resolution said.


Making a scathing attack on the "grand failure" of the UPA, which it said, had pushed the country backward by several years, the resolution said the three main characteristics of its rule that pushed the country back by several years, were indecisive leadership which instilled policy paralysis, rampant corruption which depicted India as a haven of scams and lack of transparency, accountability and good governance.


"This badly affected the self confidence and morale of the hardworking citizens of our nation," it said.


Lauding the government's past 10 months of rule, it said the nation has witnessed faster change, greater transparency with high growth in sight "thanks to a government and a leader who they have faith in".


On the economic front, it said the growth has picked up to 7.4 per cent in 2014-15 and is expected to be perhaps 8.5 per cent in 2015-16 which would make India one of the fastest growing economies in the world, overtaking China.


The UPA government, it said, left a legacy of doles and hand-outs, redistributing poverty while this government has changed mind-set to one of development.


Referring to cooperative federalism, it said it has fulfilled its promise by dismantling the decades-old Planning Commission and put Niti-Ayog in its place that will promote co-operative and participatory State-Centre relations.


On the 14th Finance Commission recommendations, it said the Centre has increased the share of states by over 10 per cent from 32 per cent to 42 per cent that will not only give more money to states but they will have more say in the decision making process.


"The National Executive of the BJP congratulates its government in the Centre for initiating new programs, strong decision making processes and actionable policies.


"It is making significant efforts for transparency in the allocation of natural resources and implementing effective programs for health and sanitation," the resolution said.


The resolution also talked of the social sector initiatives that include those for welfare of industrial labour, for employment and skill training for youth, efforts to increase agriculture incomes and productivity, development of basic infrastructure, Adarsh Gram (Model Village), Smart Cities, electrification, digital connectivity and programs to bring the north-eastern states into the mainstream.


The National Executive also congratulated PM Narendra Modi for his "dynamic leadership" and party president Amit Shah for his "extraordinary organisational capacity which has taken BJP to every nook and corner of the country across all social strata and regions through the Membership Campaign."


"BJP organisation, its workers and the leaders have worked very hard in last few months to take the membership to the level of nine crore plus members. We have now become the world's largest political party with the highest number of members," the resolution said.


It said the BJP will start its 'Mahasampark Abhiyan' with positive methods to reach all its members and the focus is not just on becoming the largest party in the world but in ensuring qualitative improvement in public life and instill in right?values in its workers and will be organising training and orientation sessions to develop and further propagate these democratic values in them.


The BJP resolution said whatever the party has achieved has been attained through continuous political struggle and hardship of workers and leaders who have kept the hopes afloat and lauded the role played by party veterans like Atal Bihari Vajpayee and L K Advani.


"Our leaders Atal Bihari Vajpayee and Lal Krishna Advani have continuously shown us the way in achieving the goals of larger participation of the people in the democratic processes.


"At this meeting of National Executive, the party takes the opportunity to convey its gratefulness to the government for conferring the highest honour of the nation, the Bharat Ratna to Vajpayee and Padma Vibhushan to Advani for their contribution towards public life through their dedicated work in the service of the party," it said.


On black money, the resolution said it has also fulfilled the promise of bringing legislation on black money and has started diplomatic efforts to get back money stashed abroad in foreign banks, even as the Prime Minister has taken up the international leadership initiative at the G-20 Summit by convincing world leaders to bring a joint declaration on the issue of black money and drug trafficking.


On unseasonal rains which damaged standing crops over lakhs of hectares and drought in some other parts, it said the BJP government has taken significant measures to help farmers weather these tough times.


For 'Amrut Mahotsav', the 75th year of India's Independence in year 2022, the team India led by the Prime Minister has a high vision and a lofty goal of all-inclusive development.


"It is aimed at the following: a roof for each family in India ? housing for all, 24-hours electricity, clean drinking water, toilet and connectivity to a road for each household, access to means of livelihood," it said.
