New Delhi: Government has sought views from ministries and states administrations on the draft `Citizen Rights to Grievances Redress Bill`, which is aimed at ensuring timely delivery of goods and resolution of complaints.
"The draft Bill has been placed on the website of Department of Administrative reforms and Public Grievances on November 2, 2011 inviting public comments. Views from Central Ministries/Departments,and State Governments have also been sought," Minister of State for Personnel and Public Grievances V Narayanasamy told Lok Sabha in a written reply.
"These views would be considered before introducing the Bill in the Parliament for enactment," he said. The Bill proposed by the Central government lays down an obligation upon every public authority to publish citizen charter stating therein the time within which specified goods shall be supplied and services be rendered and provide for a grievance redressal mechanism for non-compliance of citizens charter and matter connected therewith.
Narayanasamy said the Governments in Madhya Pradesh, Jammu and Kashmir, National Capital Territory of Delhi, Bihar, Rajasthan, Himachal Pradesh, Uttarakhand and Jharkhand have enacted separate legislation in this regard. Governments in Punjab and Uttar Pradesh have issued ordinances to have separate bills to ensure timely delivery of public service.
