Under Protocol.. When the Prime Minister goes on a tour of any state, during this time the CM, State Secretary and DGP of that state welcome him. If the Chief Minister does not come, the State Secretary and the DGP are definitely present. But today none of these three was at the airport to welcome the Prime Minister.
