Even if virus is positive, why does RT-PCR report shows negative?

The question that arises is whether the RT-PCR test required for accuracy in detecting COVID-19 is coming negative, even when the patient has all the symptoms of a corona. It has recently been blamed on the alleged inability of the test to detect new COVID variants.
