DNA: How much loss does Delhi suffer from traffic jam?

Jam is a big problem in Delhi. The traffic police is busy dealing with this problem. But their hands and feet also get swollen in the rain. Neither the drainage system in Delhi is good, nor are people getting relief from the traffic jam. Does this problem of traffic jam occur in those areas where big leaders and ministers of our country live?
