Zakir does not wear helmet, even police cannot deduct its challan

Zakir Mamon, a resident of Chhota Udaipur in Gujarat, has such a big head that no helmet of his size fits him. The police are unable to deduct Zakir's challan even after wanting to not wear a helmet.
