Bangalore, Aug 09: Central Vigilance Commissioner P Shankar today expressed surprise over Karnataka government not giving blanket permission to CBI for investigation of cases and for insisting that it would permit the central agency on the basis of individual cases. Speaking to reporters here after addressing a state-level conference of the Lok Ayukta officers, he said all other states, barring Karnataka and Mizoram, had permitted the CBI to investigate cases coming under their purview. "Karnataka and Mizoram are the two exceptions", he said. The CVC Commissioner said his predecessor N Vittal had taken up the issue with the Karnataka government, which had agreed to reconsider it.

The Karnataka government had been saying it would permit CBI on the basis of individual cases, he said, adding, "We are not able to understand (the state's position)".

The CBI came into the picture only when there were inter-state ramifications, he said, noting that otherwise, it was within the competence of the state police concerned.

Asked about the multi-crore fake stamp paper racket, which had inter-state ramifications, but still had not been referred to the CBI by the Karnataka government, he said it was between the state government, home ministry and the CBI. Bureau Report
