Li Zhaoxing was appointed foreign minister in place of Tang Jiaxuan, who has become a state councillor.
In defence, general Cao Gangchuan, who has overseen the development of china's growing ballistic missile force, takes the reins from Chi Haotian.
Makai will head up the state development and reform commission, tasked with overseeing ongoing reforms in China's economy, including the country's efforts to come in line with the rule of the World Trade Organization.
The commission was previously headed by Zeng Peiyan, who has now become a vice premier.
