According to India Today report, while defending the detention of some students of Rama Devi Women's University during the Chief Minister Naveen Patnaik's visit to the institution, Mishra said under similar circumstances, Rajiv Gandhi had been killed by a human bomb in 1991.

However, the outspoken legislature later apologised, stating he was only referring to VVIP security and had no intention to offend students.

His remark drew flak from the Opposition parties.

Meanwhile, university authorities issued clarification that girls were not in uniform and weren't carrying identity cards.
