The Council would have powers equal to the state cabinet. A draft for the Council have been prepared and sent to the Governor for approval, Uttarakhand Chief Secretary Shatrughan Singh said.

In the four-member council, besides the Chief Secretary, the two advisors of the Governor Prakash Mishra and Ravindra Singh would be included, he said.

The Council will resolve issues at government level and speed up development work, the Chief Secretary said.

Uttarakhand was brought under President's rule on March 27 in the wake of a political crisis triggered by a rebellion in the ruling Congress.
