DNA: Who prepared `toolkit` to tarnish India`s image?

An alleged "Congress toolkit" was shared on Tuesday by several BJP leaders, who accused Congress party of trying to tarnish the government and Prime Minister Narendra Modi's image by calling India-dominant mutant as "Indian strain" or "Modi strain".
