This elections will help you get rid of the fear of the `jungle raj`, asserts the PM. He adds that he came to Muzaffarpur after launching a series of schemes in Patna for the benefit of people of Bihar.
Seeking to play a dalit card, Modi says Nitish Kumar had practised "political untouchability" not only towards him but also a "mahadalit" former chief minister Jitan Ram Manjhi, an erstwhile leader of JD(U), who has since joined NDA. He said even George Fernandes, former associate of Nitish Kumar, and BJP leader Sushil Kumar Modi, were not treated well by him even though they had worked shoulder-to-shoulder with him.
There seems to be some problem in Nitish Kumar's DNA because the DNA of democracy is not like that. In democracy, you give respect even to your political rivals, Modi says.
PM Modi takes a dig at Lalu Prasad Yadav for his comments about "drinking poison", which was made in an apparent reference to his accepting Kumar's leadership. He says while he (Lalu) had chosen to do so for his "vested interest", why was he forcing the people of Bihar to "drink poison" along with him.

Addressing a public meeting, Modi says Kumar practices "political untouchability". He recalls how the JD(U) leader had refused to entertain him after inviting him over dinner and had snapped ties with BJP because of his dislike towards him two years back. "He has stabbed not only me in the back but people of Bihar also. If you disliked me, you could have slapped me in a room or strangulated me. The disappointing fact is that people of Bihar suffered because of you," says the PM.

The Prime Minister gives some examples of how productivity could be increased by applying science in the farm sector and also by identifying areas in which farmers' income could be increased by adopting scientific innovations. He says there was tremendous scope of increasing farmers' income through honeybee production which had a huge global market. "At present, five lakh farmers are engaged in honeybee production which could be expanded among five crore farmers who could gain tremendously by lucrative price in international market," he says.

My government's priority is to usher in four-prong revolutions in tune with the four colours -- saffron, green, white and blue in the national flag, says the PM. He, however, in a lighter vein adds people might derive different meaning from saffron revolution (colour of BJP flag), but it meant revolution in the field of energy.
Emphasising on taking research from lab to land, Modi exhorts agricultural scientists to give a report to him in six months identifying priorities needed to be given for fast pacing the farm growth.
"As agricultural land is shrinking, there is a need to increase per acre productivity through newer research in the field of agriculture," Modi says and urges the agri scientists of the country to help this happen.
Making an appeal to agricultural scientists to take their research from laboratory to the field, Prime Minister Narendra Modi says he envisioned "second green revolution" in the eastern states. "I can see clearly that the second green revolution will take place from eastern states like Bihar, West Bengal, Odisha, Jharkhand, Assam, and eastern Uttar Pradesh," the Prime Minister says.

BJP's national spokesman MJ Akbar tells ANI that Nitish Kumar and Lalu Prasad can never give a stable government to Bihar.
The Prime Minister recalls he promised a special package of Rs 50,000 crore for the state before the Lok Sabha polls last year. However, he promises that he would announce bigger package at the right time. "Looking at our dreams for a prosperous Bihar, we will give a bigger package than Rs 50,000 crore. This is my promise," says the PM.

The Prime Minister differs with the Chief Minister's view that Bihar has suffered losses due to the recommendations of the 14th Finance Commission. Modi says all the states are reaping equal benefits of the 14th Finance Commission. The work which could have been completed during Atal ji (Behari Vajpayee's) tenure took 2015 to be finished. Modi expresses hope that the Incubation Centre for medical devices, launched at the IIT, would help manufacture medical devices in India to make them easily accessible for all.
PM Modi notes states are becoming competitive with regard to development. He says India will progress only through the development of the States, and for this the Centre and States have to work together.
A lot of programmes were launched here today. There is no alternative to development. Development is the answer for all problems, says Modi in his address after he inaugurated five projects here.
Bihar Chief Minister Nitish Kumar says the 38-km railway line from Daniyawan-Bihar Sharif could have been completed had polls in 2004 not taken place six months ahead of the tenure of the NDA government ended. "I hope delayed railway projects are completed soon," adds Kumar.
Nitish Kumar highlights Bihar's contribution to the projects inaugurated by the Prime Minister. The Bihar government provided 500 acres of land for new campus of IIT at Bihta. The state paid Rs 300 crore for starting two units of 250 MW each of power projects at Barauni, says Kumar.
Nitish Kumar suggests the PM to provide a provision for increasing subjects to be taught at IIT-Patna. "Food agriculture engineering, aerospace engineering, architecture and planning are a few of subjects that should be taught here," says Kumar.

Four people, including three alleged Maoists, were detained in Bihar for suspicious activities ahead of Prime Minister Narendra Modi's day-long visit today, police said. The intelligence agencies have warned of a possible "human bomb attack" on Modi on the lines of former prime minister Rajiv Gandhi's assassination, a top police officer said.

The PM will launch the Deen Dayal Gram Jyoti Yojana for integrated power project in Bihar at an estimated cost of Rs 76,000 crore of which the Centre would contribute Rs 63,000 crore. The project will help improve power and water supply to the villages of Bihar.
The PM will inaugurate the newly-constructed campus of IIT-Patna at Bihta and flag off two pairs of trains between Patna and Mumbai.
The PM will attend an official function at the Veterinary College Ground in Sheikhpura where he would launch a slew of programmes of five ministries comprising the Railways, Power, HRD, IT and Communications and Petroleum and Natural Gas.
