New Delhi, Nov 06: The Supreme Court on Monday asked the
Centre to set up a committee to suggest measures to curb
ragging in colleges and universities which has driven some
students to suicide.

The name of former CBI Director R K Raghavan was
suggested by a Bench comprising Justice Arijit Pasayat and
Justice L S Panta to head the committee, which is to be formed
on the lines of the Lyngdoh Committee that recently
recommended a slew of measures for curbing money and muscle
power in students' union elections in colleges and
universities.

After the Additional Solicitor General Gopal Subramania
said that he will seek necessary instructions from the
concerned ministry, the bench granted three weeks to the
Centre to apprise the court about the development in this
regard.

The apex court on September 22 had accepted the
recommendation of the committee headed by former Chief
Election Commission J M Lyngdoh to reform the campus polls by
implementing slew of measures including a ban on flow of funds
from political parties and a cap of Rs 5,000 on expenditure
by the candidates.

The court was also supplied, in sealed cover, the status
report on the investigation into the death of Professor H S
Sabharwal following violence during polls in a college in
Ujjain.

Five student leaders were arrested in connection with
his death.
